He does help himself, going slowly even if it's tempting to gorge himself. The Hulk isn't much for rushing, but on top of that he doesn't feel the urgency, doesn't feel like he's on borrowed time, even though he is. And he loves Tony, fiercely and passionately, but it is nice to think that he might have another friend, which is what he thinks the Flower Man is. The Hulk has always been so lonely, and Tony changes that, but having two friends is better than just one friend, right?

His gratefulness, his happiness, his sense of completion -- it's all growing to the point where it's nearly unbearable, or at least unbearable to handle without some kind of outlet.

Finally, he gives in by putting an arm around Ned and dragging him in close against the Hulk's side. There. He continues eating while cuddling Ned and quietly petting his head.
