Phil's right, Gabriel isn't an entirely awful person. That doesn't mean he's a particularly good one, though, which is why he's stayed out of this so far. He doesn't care enough to get involved; it's not that he wants them all to be slaughtered, just that he's perfectly content to rely on other people to sort it all out.
Still, Loki. That changes things a bit. So does an actual request for help; it's harder to sit back and say 'someone else'll take care of it' when he's been asked. So after a moment of half-hearted internal grumbling, he pops into being next to Phil. 'Lurking' isn't really the word for it, but at least he's there, right?
