I had a dream but I called it a plan
Who: Raphael and ANY ONE.
What: Raphael just arrived, he'skicking the cage looking around.
When: Day 46, all day
Where: Anywhere!

Raphael had toyed with the thing on his wrist for a bit before going outside. Once or twice he attempted to fly passed the edge and ended up stuck there and having to walk back until he could fly again - but he made a map of those areas, and after a few attempts avoided them in favor of the woods, park, and buildings. As he pops in and out, there's a faint sound of thunderclaps and wings beating, but otherwise, nothing to announce him

She's just walking, minding her own business, and she's got enough going on that she doesn't notice his arrival. Lucifer, demons, it's a lot to try to stay on top of, even more so considering she's trying to do it subtly. She's trying to think of places that they might not frequent, places that she could set up as safe houses in the event that anyone ever may need it. She doesn't want to get herself on the radar again, so Anna can't have them find out sooner than in said emergency.
She's distracted enough that when he appears, with the wings and the thunder and his presence, her first reaction is just to freeze. Her second is to contemplate running, but it's a bit late for that now. Instead, she just stands as straight as possible, looks around to make sure there's no one else who can see them. She's not having her secret revealed like this, not a chance. When she's sure no one is in close proximity, she gives a short, stiff nod.
"Raphael, you're here too."

"Anna. You didn't run. That takes courage." He admired courage, even if he disliked where it had taken her. And Uriel. And especially Castiel. "Yes I am here too."

It's not like she would put it past him to hold onto old grudges, after all, and above all else her priorities these days are to keep the people she's grown close to safe. She wouldn't put it past any of her more estranged family members to use that connection to get to her, either. All she can hope is that here, in this town, they might rethink their priorities.
"I don't really want to drag a family feud into this town, Raphael."

"Busy playing the human still?" Oh he can - and will - hold onto them, he simply has others who are higher on the list currently. His only concern with Anna was whether or not she was likely to run in as she had when Uriel attacked Castiel.
"But to what lengths are you willing to go to avoid doing so?"

It's saying a lot when standing her ground feels like the safer option. Sure, he may not have come after her right now, but at least sticking around has given her the opportunity to hopefully talk civilly. It's with that thought in mind that she keeps her tone level, pushes her hands into her pockets and meets his gaze. It takes a lot, but she'll do it. It's worth it to get the results.
She dodges that one question though, pressing on without giving an answer. It's not like he'll understand her motives for keeping her true nature hidden here, is there really much point in trying? Besides, there's a very short list of siblings she'll actually talk about that with, and Raphael's name doesn't make that list unless forced.
"What terms are you willing to consider?" She takes a deep breath, careful not to mention any names as she continues. "There are...certain people here I consider quite close friends. I don't want to see them harmed. I don't want to see anyone here hurt, but if we all start fighting, between the angels and demons here, it's inevitable that someone ends up caught in the crossfire. What do I have to do to prevent this?"

She's not one of the siblings he wishes to speak with, but he is one he wants to keep an eye on. She's from before her capture - if she ever slides forward...well his life will get more complicated. Perhaps. There is the elder Winchester he could sic her on.
"I'm unwilling to throw humans to the demons, if such an incident occurs, I will consider assisting you in retrieving them." And smattering said demons all over the streets. What belonged to angels, demons had no right to touch. "But that means they are your pets, Anna. You're responsible for them. If they raise a hand to any of us, they will pay, as will you. Exception being should they be attacked." And the only angel who really would, would be Lucifer. "Otherwise, keep them out of affairs which do not concern them." The Winchesters were bad enough, Castiel had taught them they were allowed to meddle in angelic business - Raphael was finished tolerating it. "And I won't seek to harm them."

It's not the time for jokes, but she can't help it. It's such a similar condition to the ones he gave her, the comment slips out before she thinks about it. She doesn't exactly want to provoke a fight without cause though, there's plenty of time for that she's sure. Best not push it when he seems to be somewhat reasonable.
"I'll take full responsibility. I'll keep me and mine safe, and I'll keep them out of your business, so long as you keep out of theirs." She's got no leg to stand on in terms of threats, she's more than aware of that, but she at least has Gabriel somewhat on her side. Maybe she can use that as leverage. She doesn't exactly trust that the bond they've solidified since being here will cross as far as standing with her against the other archangels but, well. A girl can dream, right?
"I will be teaching them how to protect themselves from the forces of our world, Raphael. You should know that. I won't leave them defenceless. I won't tell them any more than they need to know - most don't even know what I am, but I won't leave them in the dark when it could get them killed. More and more people are being pulled from our world every week. I can't know that the next one isn't going to be people less willing to negotiate peace."

Anna's intelligence was one reason he wanted her back leading the garrison. But he knew how that had worked out.
"I have no interest in meddling in their affairs, although without knowing who they are, I cannot promise it won't happen." He wasn't going to force her to reveal who they were - he was certain he could, but didn't have a reason to come down so hard on her other than to prove he could - and Raphael didn't need to prove it.
"I don't care what you teach them in regards to protecting themselves against demons or even monsters. But be careful what you teach them of us Anna - if need be, I will wipe the knowledge of their minds. And if these cameras are recording us - then you are placing knowledge about us into unknown hands." And he would stop her from doing that.
