Who: Everyone who sees the network post re: the explosion and the impending blob threat!
When: Morning of Day 196. The blob threat and altered personalities have an open-ended date, atm, so people can be dealing with those as they wish!
Where: One of the science labs.
What: The orb causes an explosion of sorts in the lab, which results in two things: 1) some characters act "off," their personalities altering in some way, and 2) there are tiny red blobs (very The Blob-esque) everywhere that are harmless until you get close enough and you realize they want to jump onto your face.
[ The lab is a mess; cabinets and drawers are open, some faucets are dripping, and there's glass and scattered paper and things everywhere. Most troubling, however, are the blobs that like to suffocate people.
Freeze them, contain them in cupboards or whatever intact container you find handy, see if they're afraid of the Bunsen burner, try to use weapons on them -- best to get them cleaned up quickly, though! ]

Oh, you are new, aren't you? I'm Bruce Banner. [ He would shake her hand, but now that blob's made a flying leap for his chest and he stumbles backwards as he tries to pull it off.
There's a voice in the back of his head that sounds like everyone who's ever looked at him like he's about to explode: Should he even be in here? He hates that voice. ]

[ Oh! Felicity, having jimmied a ruler through some drawer handles to lock in a few spare blobs, rushes forward and tries to pry off the next one on Bruce's chest. ] God! What are these? Evil Flubbers?
[ Despite having become part of a vigilante team, she still manages to be surprised by the situations in which she finds herself. Like talking about and prying off evil Flubber. ]

As far as I can tell. They were in this jar in the back that I never touched because the label just said "NO." Either they decided not to number it or they decided not to go there, but I figured I wasn't going to push my luck.
[ Between the two of them, they pry the little guy off Bruce's chest, but it jumps out of their hands for the moment. ]
They're probably alien something or other, from an Earthling's perspective. [ He smiles at her, a little strained because hello Flubber invasion. ] Welcome to the jungle, Miss...?

[ Once the jello is pried off his chest, she stumbles backwards, nearly tripping over her own pink kitten heels. ]
I'm Felicity. Felicity Smoak. Definitely an Earthling. What's this jungle called and how can I get out? [ She does smile back at him despite her wariness. He seems like a decently nice guy. ]

[ Hey, fellow Earthling though, so that's something. He grabs a nearby container and holds it out for her to deposit the flubber into. Teamwork! ]

[ Before it can get to her own face, she grimaces as she drops the blob into the presented container, letting the shiver down her spine shake her shoulders. ] Ugh.

[ And Bruce is one of those things. He smiles somewhat awkwardly. This is the point in the conversation when he half-wonders if he shouldn't drop the Rage Monster bomb, considering people here have been so surprisingly okay with it all, but he ultimately passes. Because that idea, Banner, is a stupid one. ]

[ She shrugs both her shoulders. ] I know that sounds kind of ridiculous, but Starling City's in trouble and - oh, god, my job. I'm needed at my job, I can't be putting away evil jello - [ Her eyes widen and she at least looks up at him sheepishly, adjusting her frames. ]
